Enabling Oracle Sustainability Module

Based on the document, Oracle Sustainability is available under the following offerings: Manufacturing, Supply Chain Materials Management, Procurement, and Product Management. If customer only have the Accounts Payable module, how to enable the Sustainability module?

Will the Oracle Sustainability module be automatically included if the customer has licensing for Manufacturing, Supply Chain Materials Management, Procurement, or if they have any ERP Cloud license?
