Unable to Create Customer Statement without Creating Site Profile Option

We are exploring the functionality: send customer statement and observed that without configuring customer statement related options at customer site profile level we are unable to generate statements

If we do setup at customer account profile level and not at site level- the statement is not generated

Is it possible to generate customer statements for all sites of a customer individually without doing configuration at site profile level? (we need individual statements for each site not consolidated statement)
