Stopping Learning Assignments

Hello,

We have a Project that will require us to stop the Learning Assignments Add/Remove through the Analysis, whether they are assigned through an Initiative or Directly through the Learning Assignments Tab.

I checked what are the processes that runs along when I assigned the Analysis through the Learning Assignment Tab and Learning Initiative Tab

The jobs that are running are same for both:

Learning Assignment>Analysis: Process Learning Record, Evaluate Person IDs for Assignment Destinations

Learning Initiative>Analysis: Process Learning Record Evaluate Person IDs for Assignment Destinations

If we halt these processes until the project or new values in the analysis sets in, can we ensure that there will be no Learning Assignments created and removed until we run them again?
