Pick up in a multistop shipment not behaving as expected

Summary: We have a facility that is experiencing some unexpected behavior with their pick ups on multistop shipments. The pick ups appear to have a propensity to be brought back to the depot, and then the truck will go back out to make a customer delivery. We would expect for the truck to leave the depot, make a pick up, make a customer delivery, then return to depot for most cost effective planning.

It seems that only 1 of our site locations is going through this issue with multi stop planning. Is there anything in OTM that will drive a propensity to bring a pick up back to depot and then make the customer delivery? Anything in a parameter set/RO/RR or a location level?
