Cancelled tax lines not interfacing with project costs

Summary:

We imported the costs from a payables invoice into projects with self-assessed tax lines. After importing, AP realized the taxes were incorrect and cancelled the tax lines in the invoice. However, those cancelled lines are not being imported into the project module. How do we get these cancelled lines to transfer to projects?
