Need help in setting up four stop rate for multi drop and round trip scenarios

Summary:

Hello,

Our client have orders with the below lanes,

Location A to End Customer Location 1

Location A to End Customer Location 2

Location A to End Customer Location 3

Please note that there are one way rates for each of the lanes above, most of these rates have Low Stop 1 and High Stop as 3 and a stop-off charge of 50,000 EUR.

Our client bulk plans the first order (Location A to End Customer Location 1) and then want to perform a move order to shipment of the other two orders to the shipment of the first order, they have tried the merge shipment option but that is not working as expected.
