Routing non-catalogue Approval requests

Summary:

Hello Experts,

We want to route approval rules based on the following logic

• Employee will do the transaction of Non catalog request
• Employee will fill all the details of Non catalog request
• A DFF on Non catalog request which will be used to capture A unique person number
• The approval rules is to be routed to this unique person number selected by employee

Is this possible to achieve while defining approval rules ?
