does hcm extract restrict terminated employee records

we have a custom employee extract from HCM. The extract retrieves only active employees, terminated employees are not included. Checked the extract definition but couldn't find any filter condition that restricts Terminated employees. Could anyone provide some guidance on what to look for to identify why terminated employees are not included in the extract.
