Is there a configuration or Parameter to stop mixing two items in Equipment Compartment in bulk plan

Requirement: This is regarding a customer which transports fuel. Fuel is transported into tankers with multiple compartments within it. Each compartment should have only 1 item as fuel items cannot be mixed.

 

Configuration in OTM: OTM needs all items which are being transported to be added in all compartments. If items are not added, OTM mixes 2 items in same compartment which is not acceptable. Even mixable check box on compartment is marked as N.

 

Issue: Customer does not want to add all items to all compartments as it is an unnecessary and additional step. OTM should not mix 2 items in same compartment, even if there are no items linked to that compartment. Commodity compatibility cannot be used as it works at shipment(equipment)  level and not equipment compartment level.
