Local Causal Factor is not working as expected

Summary:

We have created a local causal factor at 135 granularity and we are loading the causal data at aggregate level (product org customer demand class month).
We have loaded the causal data for one region at customer dimension but we could see the causal is also impacting the other regions.
Can the causal impact be restricted to the particular customer/region?
