DFF default value not showing in the DFF field

As per the business requirement, we are creating a DFF field(Department) in Project Definition.
The values will show the lost of LOVs defined in a valueset. Also we want the default value to be auto populated for the DFF field while creating the project.
I have created the DFF with Default type as Constant and Default Values as Default Department.
However this is not working as expected as the default value is not auto populating while creating the project from Project Screen. Attached the document for reference
