How do I update the EI date in the POET on an invoice when EI date is outside the project dates?

Summary:

When the Expenditure Item (EI) date is outside the project dates, the distribution line is locked and the end user cannot update the EI date.  Is there a way to update the EI date in the POET string on the invoice?

Content:

• In Distribution Line 1-3, POET EI Date = 7/9/2024.  The line is locked and the user cannot update the EI date.
• Project 2000003325 and Distribution combination have a start date of 8/1/2024.
• The end user went to Set up and Maintenance (for Finance, not PPM) and changed the Project and Distribution start dates to 7/8/2024 and ran validation, but this error is displayed:
