Is there a way to manually create a work order for a configured item

Summary:

Looking for a way to create a work order for a configured item without creating a sales order (Rest API, FBDI??). Client does make to order configured items, but when demand is low, the want to build ahead certain configurations that have a higher volume of sales. Also, do configured items have to be set up as Back-to-Back items?
