Change mobile number for MFA

Summary:

We would like to change the phone number that receives the notifications for MFA for a particular user, as this mobile number has changed.

We have tried in Oracle Identity Cloud Service Domain to reset the factors of this particular user, but it is not giving any results. When the user tries to log in in OTM again, she cannot configure the MFA again, instead, she receives the notification in the older number.
