Blank pages in my BIP Report

I have developed a custom student statement that calculates the closing balances based on all transactions up to the To_Date entered by user at run time. Then in my BIP template I have inserted <?for-each@section:CUST_Q?> <?if:number(CLOSING_BALANCE)!=0?> right at the top in the header section. Now this is working well as I dont want statements that have 0 balance to be produced, however I am now getting blank pages for those student accounts.

How can I prevant these blank pages in between my actual student statements from being generated?
