Cycle counting with Bi-Annual frequency

We have below requirement around cycle counting:

1. We have Consignment Inventory Org (INV1) where business is interested in performing cycle count at a Bi-Annual frequency. All the items assigned to a particular sub inventory needs to be counted twice in a year (January and July) and the count sequences generated in January should display list of all items present. We have tried multiple combinations by providing the counts per year as 2 and frequency as daily/weekly/by period. But we are not able to achieve the requirement. Kindly advise how we can achieve bi-annual frequency
2. In the INV1 inventory org, there are 700+ sub inventory defined. In the redwood update of cycle count pages, we don't have any option to include all sub inventory at once in the cycle count. Kindly advise how we can add 700+ sub inventory in a single cycle count in redwood pages.
