Prioritize appointment based on shipment criterias

I would like to know how can i schedule available time slots based on the type of orders, their priorities, etc?

For example: a store has 3 available appointment slots, and they want the 12 PM slot to be reserved for some orders, the 09AM slot for others one bases on their pirorities, orders typologies…

How can i manage it? with the appointment rule sets? appointment priorities?
