Can't connect to created environments in visual builder studio

Hello everyone,

we're trying to connect to one of the environments we created in visual builders, which is our test instance, in FA.

we implemented the steps mentioned in the documentation as below

when creating an Application Extension, none of the environments created are shown with this error 'You need an environment with a Oracle Cloud Application service instance, but there aren't any available.'.

does anyone have an idea on why? any ideas would be helpful.
