How often should a learning initiative process?

Summary:

I have a number of learning initiatives set up to assign required learning to new hires. The learning initiatives only seem to process once a day, leading to delays in new hires receiving their assignments.

There are multiple learning initiatives created as required initiatives linked to analysis reports created in OTBI. The analysis reports are designed to capture new hires based upon start date. Looking at data available for initiative assignment timestamps and alerts history, it appears that new assingments are only processed to the initiative once daily, around 16:00 BST.

I was under the assumption that the initiative would work dynamically at all times. Guidance from Oracle states "The Process Learning Records background process runs
