restrict User access for one company

If we need to restrict Users to do any transactions but they need access to view the report for the company/facility as per their needs,

We know that a Menu can be created for a user with a minimum set of permissions, but if there are 10 companies, how can we restrict it only for one company

For example: Out of 10 companies the user needs to be restricted to do transactions only in 1 company so we should be able to do transactions in other 9 companies
