Redwood VB Studio: Defaulting and Validation rules not working in change Assignment using VB studio

Summary: Created Validation rule for Line Managers in Change Assignment. Line Managers should only do Business Title Changes using Change Assignment Process. HR should be able to access all the actions in Change Assignment. I tried to default the Action to Business Title Change for Line Manager role which is not working.

I created Validation rule for Line Managers, but this is working if the employee has only Line Manager role. If Employee has both Line Manager and HR roles, then it is again taking Line Manager Validation. Can anyone help how do we achieve this.
