Restrict insertion of salary records with no changes

Summary:

Whenever we do transfers, promotions, and local/global transfers that do not have any changes to salary, salary records get inserted and the inserted record appears with the effective date of the action with a 0.00% adjustment. Is there any way to restrict insertion of salary records when there are no changes made in the Salary section?
