Auto Reconciliation method - Balance is zero and no activity

To auto-reconcile the zero value accounts, we have defined Balance is zero and no activity method which is still keeping the recs with zero balances open.The previous recs also have just "0.00" value and as per Oracle guide - No Activity meets all the criteria. One more point is that, the associated format has a rule "Prevent approval" if there is no comment but this should atleast auto submit right? Kindly assist.
