Clarification on "Program Owner" functionality within Celebrate

Summary:

Oracle guidance states you can add program owners so that the program applies to everyone in the owner’s organization.

Can Oracle please confirm:

  1. What constitutes as ‘everyone in the owner’s organisation’ - is it the based on the owner's LE, or business unit, or department? Is there a way to choose which bit of the organisation is applicable (e.g at business unit level)?
  2. When a program owner is added, is the program locked down to the organisation of the individual giving the award/recognition, and/or to the recipient as well?
  3. Are there any other implications by adding a Program Owner to the Program setup?
