Time card field is displayed in Change Request event though Edit with Change Request is not selected

Summary:

I have created a custom attribute which has Yes/No value. This custom field should not be accessible to employee. Time Admin switches the toggle if required. Edit with Change request checkbox is not selected for this field in Time layout set. Still it is visible in Change request. Please suggest what's missing.
