Approval Group and powers users not in the group assigned as owner

Should Power users be able to view, approve and lock an approval unit for an entity they have access to even if they are not in the group assigned as owner?

In my example, we are using approval groups. Assume 2 approval groups for each entity. Local Data approval group and Group Data approval group.

The approval groups uses a custom dimension which holds local data and adjustment members, and members to only be used by group members.

The Group Data approval unit is assigned as Owner, a group which contains just the group users. The local (non group users) are not in this group either directly or indirectly through another group.
