How to send approval to external user, not registered in IDCS

Summary:

Hello Team,

we have requirement to send approval to external user to for approval.

Since from latest release we have option to approve via email. We are looking for option where we can send approval to external user (such as supplier or customer) who will not registered in IDCS(IAM).

Please let us know whether we can send using OPA or not ?
