REDWOOD - Add A Pending Employee - Sections not visible

Summary:

Working on Business rule edits for the Add a Pending Employee screen and even when I make the sections visible in VBS, they are not showing up on the page. The only way I can get them to show up is by turning on the "Info to Include" page and selecting them manually. Has anyone else experienced this? Is there a workaround that I am missing?
