Redwood Issue: Pending worker flow is skipping to the end

Summary:

In 25A, Pending Workers flow I am experiencing issue, where after completing the When and Why and select Continue, it moves to Need Help (last step) and propagates another When and why step instead of moving to the National Identifier. I have added other sections that the flow should go through such as National identifier, Address, etc but it skips all of them. Also, we are not planning on using the Info to Include, so it is turned off to make sure employees go through all of the flow. How can i fix the issue of it skipping
