Is it possible to create an inspection characteristic with no target value?

During receiving inspections, a certain customer needs to register some informative characteristics like the manufacturer of the product they are receiving. Is it possible to create a characteristic with data type 'character' but with no target value? so they can register any value without expecting a rejection from the inspection.
