New Ruleset approval rules not honouring while creating a Requisiiton

Summary:

Hi Team,

I created a new rule in BPM by creating a new ruleset as Ruleset1 with Auto Approval.

When I create a requisition, system is unable to recognize this rule and requisition goes into Rejected status as soon as the PR is sent for Approval.
