How to set up an approval for certifications submitted for an employee on the behalf of the manager

Hello all,

When an employee submits a certification, it goes through an approval process and the transaction appears in the transaction console. If a manager submits a certification on behalf of an employee, then no approval process is triggered and no transaction appears in the transaction console. Are we able to enabled approvals for when a manager submits a certification for an employee?
