Set Synchronize from Position to read-only on Position Override section

Summary: We are seeing inconsistent ability to set the "Synchronize from Position" on the Position Override section to read-only. We are successful in many cases however, Add Pending Worker and Add Assignment will not set to read only. Is this considered a bug? Should we log an SR with Oracle?
