Workforce Comp Plan - 'Proposed Grade Step' and 'Base Salary- New' columns not working as expected

Requirement/expected behaviour:
Client is using progression grade ladder with grades that have steps.
As part of annual pay review, requirement is for manager to be able to propose a new grade step for the employee.


In Workforce Compensation Plan, reviewer/manager selects the proposed new grade step for the employee. This then should cause the relevant salary value for that proposed grade step to be shown in the column 'Base Salary- New'. All the conditions specified in the guidance info linked above have been met, however 'Base Salary- New' column is not updating based on 'Proposed Grade Step' selected. Instead, 'Base Salary-New' is either blank in some instances, or is instead showing the current salary value of the employee (even when a new proposed grade step is selected).
