BIP Report timing out for select Associates in-consistently

Summary:

This report is run by about 165 associates. Almost 80% of runs are successful where others are getting “Time out error” for rest. It’s not consistent, though. Could be successful run for someone on a day and may be failure some other time. The Report produces active associates data as applicable to view by each who execute based on Role/AOR/Security config. We are trying to improve on the SQL.  Need assistance on improving the query performance. Below SQL code can produce the output for me in about 4 mins.
