How to enter public holidays back dated ?

Every time, we need to manually pick up those records which overlaps with this back dated public holiday entered

 and then run process manually for each one of them as of the leave absence start date

 

Could anyone please advise, how to make this automatic. Everytime, we have to run this for individual employees.
