"Create Supply" is marked as No still Supply Plan is creating planned Order

We have a requirement from Customer where they do not want Supply plan to suggest planned Order. I can not find anything for this on Plan Option.

We tried to Set Create Supply as No using Simulation set as it is needed for a single plan. however Supply plan is still creating the planned Orders.

Below oracle note was referred, Is there another way which can be used to fulfill this requirement?
