REST API for Create Shipment for a Transfer Order

Hello Experts

I am trying to Create Shipment using REST API :/fscmRestApi/resources/11.13.18.05/shipmentTransactionRequests

with action code as ShipmentCreate. Looks like payload is expecting to have ShiptoPartySiteNumber. But for a transfer order i do not see

ShiptoPartySiteNumber on shipment line.

Please suggest how do I create a user defined shipment for a transfer order.
