Bulk Creation of LDC (Lower Deduction Certificates) for TDS in Oracle Fusion

We are currently managing TDS (Tax Deducted at Source) for multiple suppliers in Oracle Fusion. In certain cases, suppliers provide LDCs (Lower Deduction Certificates) issued by the tax authorities, which require us to deduct TDS at reduced rates.

Is there a standard functionality or any recommended approach in Oracle Fusion to create or upload LDCs in bulk for multiple suppliers, instead of manually entering them one by one?

Any guidance on available tools, templates (like FBDI), or best practices for bulk processing of LDCs would be highly appreciated.
