Why is it possible to move between lifecycle phases when other CCC cant

Hi,

In our product hub environment we are able to swap between lifecycle phases. e.g. we can take an item from lifecycle phase with phasetype = "obselete" and set to a lifecycle with phasetype = "Design". Why is this different from the other CCC's that has been refereed to in this post?
