Quote shipping options not showing all the available rates in OTM

Summary:

we have 2 Equipment Groups - Dry and Reefer

While fetching the rates for a particular lane in quote when we add constraint of Equipment Group it is showing rates accordingly

but when we leave the Equipment Group constraint blank it is only showing rates for dry containers only rather showing all the applicable rates including reefer and dry, so where can be the issue with the setup
