ContractTermsProcurement - Disable No-Merge Template

Procurement Contracts:

While printing Purchase Orders, when there is a custom attached contract terms to the PO, since the layout is not structured it will print using the ContractTermsNoMerge layout.

Is there any way to surpress the addition of the ContractTermsNoMerge layout? It is not possible to create a Terms Template or Clause because the attached T&C file is custom.

We tried replacing this layout with an empty one (instead of the default) but it will always generate an empty page merged to our PO layout. There are no spaces on the rtf file, only a Blank Page. If we try to not provide any layout the saving of the BI Publisher report will fail with error no file attached.
