How to disable budgetary control at BU level

We need to enable control budget filter at Project level but the option is greyed out. In the documentation it is mentioned that first we need to disable Budgetary Control from BU level then these options will be editable.

Please let me know how to disable Budgetary Control at BU/Ledger level so that I can do these setups again and enable control budget filter for project level as well.
