Business has a requirement that the access for a user be given to perform transactions are LE level. Currently when the user choses the business unit and tries to perform AP transaction , it will allow user to create transactions for all LEs in the ledger. We want to say have this user create transactions for only 2 LEs out of all 15-20 LEs
