Business Requirement: IBLPN to OBLPN Conversion without Order Creation

We require a solution in Oracle WMS Cloud to automatically convert received IBLPNs into OBLPNs in "Packed" status, without involving any sales or transfer order creation. This is specifically for inter-warehouse transfers where goods received into a WMS-enabled facility need to be shipped to a non-WMS warehouse. The objective is to bypass the standard order and allocation processes while still enabling load planning and shipment tracking using OB Loads.

Upon receipt of inbound LPNs, the system should allow direct conversion to outbound LPNs in "Packed" status and enable assignment to an outbound load, without requiring any order or allocation steps. This is intended solely for internal stock transfers between WMS and non-WMS sites.
