How to capture labor costs in product development for new items?

Summary:

We would like to use Product Development for client to be able to estimate manufacturing costs during the development of the product. Currently they can use the structure tab to define material/overhead costs and perform cost rollup in PD, but how can we define estimated labor costs without defining a work definition for the item (since they item is not yet in production)?
