Redwood Change Manager - Why are you making changes to direct reports

Hi Friends -

Hoping someone knows the answer to this…. I am once again starting to test Redwood Change Manager since we just got 25B in non-prod over the weekend that fixed a pending problem from a previous release. When I select 'Reassign Existing Reports' and proceed to the 'When and why' tab, this time around the 'Why are you making changes to direct reports?' field appears but it is greyed out and it's not allowing me to select a value. I don't know if something changed in 25B, or maybe I missed a privilege somewhere when I was reconfiguring Redwood
