Application Extension option missing from Visual Builder Studio Project Template (Redwood)

I am trying to create a new project in Visual Builder Studio, but the Application Extension is not showing as an option (see screenshot.).

My organization has another Project in Visual Builder Studio that was created with the "Application Extension" template.

When I create a Project by selecting "Empty Project", it doesn't work to "Edit a page in Visual Builder Studio", as the "Express Mode" and "Advanced Mode" don't show up.

Is there a reason Application Extension isn't showing as an option?
