Error while running Pipeline to deploy VBS changes - Duplicate process kicked off

Summary:

We have an issue where we run the pipeline job, its has 2 items in it, 1 is a DEV Package job, and 1 is a DEV Deploy job.

However its kicking off duplicate processes (2 of the same process, same package and deploy jobs to the same ENV)

Has anyone else have this issue? How should we fix this?
