Project has a implementation go live activity for couple of hours in the live/prod instance

Is it possible to restrict OTM access for a set of users? only allowing the users who are migrating the changes to the prod instance.

We have federated SSO in picture. In OTM user manager, we can specify the expiry date to not allow users to login and then remove the dates for them to login back. This achieves the purpose, but does not provide the right message to the user who is logging- this can cause some confusion at user end and they might try resetting the password or report the issue unnecessarily.
